The Opportunity

We are currently recruiting for a Minerals and Waste Policy Planner on a 12-month fixed-term basis to join our team and make a difference for the better. If you feel you want to help implement and plan for development in a prosperous economy whilst respecting the Essex Environment, then read on.

The successful candidate will be primarily responsible for assisting in the preparation, development and policy formulation of the minerals and waste development plan framework, including playing an important part in the review of the Minerals Local Plan. The successful candidate will hold responsibility for managing their own workload and seeking development opportunities and contributing to delivery of agreed priorities.

You'll have an advantage if you have a proven record of working in the planning policy or development management disciplines and have knowledge of the minerals and waste sector, but all candidates with related experience and qualifications will be considered.

Without question you'll have excellent communication, time management and written skills and be highly adept at working under pressure to deadlines in a team environment. You'll be able to assimilate and understand information rapidly, have good IT skills and be willing to represent the authority to the highest professional standard. You'll be empowered to challenge process and procedures to help improve the overall efficiency and effectiveness of the team as well as offered outstanding career development opportunities in a first-class authority.

Accountabilities

  • Policy Development: Assist in creating minerals and waste policy documents.
  • Collaboration: Work with service groups, consultants, and councils to appraise and evaluate planning matters.
  • Appeal Support: Prepare and present evidence for planning appeals.
  • Resource Management: Ensure timely and budget-compliant service delivery, using management information to improve services.
  • Project Collaboration: Lead key elements or outcomes within project teams using program management methodologies.
  • Performance Targets: Achieve defined individual and shared targets annually.

The Experience You Will Bring

  • Degree level education in related numerate, social science or humanities subject.
  • Knowledge of planning policy and legislation and of Government guidance on relevant issues.
  • Evidence of written skills and presentation techniques.
  • Evidence of continuing professional development and knowledge in relevant professional area.
  • Capable technical and subject matter expert, with knowledge and experience of relevant development management processes, planning policy, legislation and enforcement, standards, and guidance; planning assessments.
  • Able to work confidently and consistently without supervision across a range of activities, and as part of a multi-disciplinary team, using a range of tools to effectively manage simple projects from concept through to completion.
  • Able to communicate appropriately with different audiences, including through the preparation, with supervision, of clear, concise, and factual written technical advice, documents and reports for straightforward casework and projects, and at public consultations.
  • Ability to establish positive working relationships, with demonstrable awareness of good client service.
  • Ability to use a range of common software packages, including all Microsoft applications, and, under supervision, to use relevant specialist software, such as GIS to implement data management and presentation of a range evidence and data, and to conduct research, analysis, and interpretation.
